Permits Required
- Building construction, addition, alteration
- Public street and alley cuts for driveways and sidewalks

Approval of Permits
- Permits must be filed, fees paid, and permit approved before work is started
- City employees will assist in preparing forms
- A minimum of five (5) working days is required for plan review and permit issuance

Office Hours
The inspection office is open from 8 a.m. to Noon and from 1 p.m. to 5 p.m., however, the inspector makes a special effort to be in the office from 8 a.m. to 9 a.m. and from 1 p.m. to 2 p.m. For best service, please plan your telephone calls and office visits for these hours.
Permit Fees
Building permits shall be one-half (1/2) of the fee shown on the following schedule:

Plot Plan, Building Plans, and Specifications
- The submission of a plot plan is a required part of the permit.
- The submission of a set of building plans and specifications will be required by the building official, is a part of this permit.
- Residential: One set is sufficient.
- Commercial, Industrial, and Public Buildings: If one set is submitted, it will be marked and retained and a report issued to the applicant. If two sets of plans are submitted, they will be marked, one set retained and one set returned to applicant.
Inspections Required
- Staking for building location
- Building footings before pouring
- Water supply line before backfilling
- Building sewer line before backfilling
- Temporary electrical service before service connected
- Permanent electrical service, before underground service trench backfilled and before service connected
- Rough-in, all trades, when appropriate
- Driveway, sidewalk, and curb cuts and forms, before pouring
- Final, all trades
- For re-inspection of corrective work following original inspection
- Mobile home installation and non-building structures, after completion
Note: Failure of contractor to request inspection before work is covered may make a contractor liable for cost of uncovering and recovering work
Inspections
- Contractors are urged to plan ahead and request inspections at a minimum of 24 hours to guarantee inspection is to be made.
- Inspectors will make every effort to make inspection at time requested so as not to delay construction progress.
- A "Job Site Tag" will be posted at the building site by the inspector. At the time of each inspection, this tag will be marked either "Approved" or "Corrections Required".
- If "Job Site Tag" is marked "Approved", contractor may proceed with work.
- If "Job Site Tag" is marked "Correction Required", concrete shall not be poured, ditches shall not be backfilled, electric or water service will not be connected, etc., until corrections are made, reinspected, and approved. Contractor may contact inspector for immediate information on corrections required. An "Inspection Report" will be mailed detailing violations.
- If violations are an immediate hazard to life or property, a "Stop Work Order" will be attached to the "Job Site Tag" and the "Job Site Tag" may be marked indicating that utility service is to be ordered disconnected.
- A "Stop Work Order" will also be used in the case of not permit and/or improper licensing.
Certificate of Licensing
- A building may not be occupied until a Certificate of Occupancy has been issued by the building official.
- The Certificate of Occupancy will not be issued until all final inspections have been made and the building found to conform with all codes, however, a temporary certificate to use a portion or portions of a building may be issued in letter form provided the building official finds no health or safety hazards exist.
Licensing
- All buildings, normally occupied by ten or more persons (employee and others), shall have plans and specifications approved and signed by State of Nebraska registered architects and/or engineers.
- Electrical
- Residential - a holder of a State of Nebraska journeyman license must be in charge of work and provide on the job supervision while electrical work is being performed.
- Commercial, Industrial, Public Buildings, and Multi-Housing Projects - a holder of a State of Nebraska contractor or Master license must be in charge of work and provide on the job supervision while electrical work is being performed.
